NSPIRE Inspections and Compliance
HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) are the standards HUD uses to decide whether assisted housing is safe, decent, and in good repair. NSPIRE replaces earlier inspection standards, including Housing Quality Standards (HQS) and Uniform Physical Condition Standards (UPCS), and HUD is phasing it into public housing, multifamily, voucher, and Community Planning and Development (CPD) programs on program-specific timelines.
Civitas helps grantees, housing providers, and nonprofits understand which standards apply to their programs and prepare for inspection. Our inspector holds the NAHRO Certified Specialist of Inspection – Public Housing (CSI-PH) designation, with the subtitle NSPIRE Compliant. Because HUD programs are our primary focus, we connect what an inspection finds to what your program must document, correct, and report.
