This three-part training series provides a practical overview of LIHTC for tribes and TDHEs, from the fundamentals of the program through development and long-term compliance. There is no cost to attend, and participants may register for one session or attend all three, depending on their interests and training needs.

Session 1: Introduction to LIHTC

Tuesday, November 17 - 1:00 to 4:00 PM ET

This session builds the foundation. Participants learn how Section 42 of the Internal Revenue Code turns federal tax credits into project equity, the difference between competitive 9% credits and bond-financed 4% credits, and the role of the state housing finance agency and its Qualified Allocation Plan (QAP). We compare LIHTC with IHBG so tribes can see where the rules align and where they conflict, and review the 2026 changes to allocation authority and the bond financing test.

Participants will be able to:

• Explain eligible basis, qualified basis, and how credits become equity

• Distinguish 9% and 4% credit structures and when each fits

• Identify how LIHTC income and rent limits differ from NAHASDA limits

• Locate tribal scoring and set-aside opportunities in their state QAP

Session 2: The LIHTC Development Process

Wednesday, November 18 - 1:00 to 4:00 PM ET

This session follows a tribal LIHTC project from concept to placed-in-service. We cover site control on trust and restricted land, ownership entity structures and the tribe's or TDHE's role, investor syndication, and layering IHBG and other federal sources into the capital stack. Participants will also review the federal requirements that attach when IHBG funds are involved, such as environmental review and wage rates, and the key milestones that can derail a credit award.

Participants will be able to:

• Map the development timeline from QAP application to IRS Form 8609

• Evaluate common ownership and partnership structures for tribal projects

• Identify land and leasing issues investors and lenders will raise

• Plan for layered compliance when IHBG funds are in the deal

Session 3: LIHTC Rental Property Management and Compliance

Thursday, November 19 - 1:00 to 4:00 PM ET

A tax credit property must stay compliant for 15 years of IRS oversight plus an extended use period, and noncompliance can trigger credit recapture. This session covers tenant income certification, rent and utility allowance limits, unit designation rules, annual reporting, and state agency monitoring and inspections. We give special attention to managing properties that must meet both LIHTC and IHBG requirements, including tribal preference questions and VAWA protections, which apply to LIHTC properties even though IHBG is not a VAWA covered housing program.

Participants will be able to:

• Complete and document tenant income certifications correctly

• Apply LIHTC rent, utility allowance, and unit designation rules

• Prepare for state agency monitoring and avoid IRS Form 8823 findings

• Reconcile LIHTC and IHBG requirements in one set of property policies

In partnership with LISC and ONAP, Civitas will present this two-day, in-person training focused on the practical responsibilities of maintaining tribal housing. Designed for TDHE and tribal housing maintenance staff, the training will connect NAHASDA requirements with day-to-day maintenance operations, including inspections, work orders, unit turnovers, preventive maintenance, and long-term capital planning. The training is open to all tribes, and there is no cost to attend or membership requirement. Advance registration is required.

About the Training

Well-maintained homes protect families, extend the life of housing assets, and help keep IHBG-funded programs in compliance. This two-day, hands-on training is designed for maintenance staff at Tribally Designated Housing Entities (TDHEs) and tribal housing departments. Participants will learn how NAHASDA requirements apply to daily maintenance work and leave with practical tools and strategies they can use right away.
